About Stormwater Utility Fees

During the 2006-2007 budget deliberations, the City Council decided to adopt a Storm Water Utility as a way to continue the work required to meet federal mandates for storm water while simultaneously creating a funding mechanism that more fairly distributes the cost of this program and provide tax relief to residents of Lewiston.

The storm water utility fee is based upon the amount of run-off generated from a property. Residential properties generate less run-off than parcels with large parking lots, but residential property taxes were paying 53% of the costs of these services, while tax exempt properties paid nothing.

The storm water utility corrected this inequity and reduced the City’s mill rate. If the $1.9 million in requirements were paid for with property taxes, it would cost $1.27 per $1,000 valuation. A typical single family home in the community valued at $80,000 would pay an additional $102 in property taxes toward these services. With the Storm Water Utility, this same home will pay $40.

About Stormwater Utility Fees

If your property is a single family home or a residential duplex building, you do not need to calculate your stormwater utility fee as there have been flat rates established for both of these types of uses:

  • Single Family Home $44.00/year
  • Duplex Residential building $66.00/year

Other properties, depend upon the amount of impervious surface on the property. According to the City ordinance, impervious surface is defined as "those areas that prevent or impede the infiltration of stormwater into the soil as it entered in natural conditions prior to development. Impervious areas include, but are not limited to, rooftops, sidewalks, walkways, patio areas, driveways, parking lots, storage areas, compacted gravel surfaces, awnings and other fabric or plastic coverings, and other surfaces that prevent or impede the natural infiltration of stormwater runoff which existed prior to development."

Stormwater Utility Fee Calculation

 1) Calculate your Total Impervious Surface Square Footage

Obtain the square footage (Square Footage = LENGTH measured in feet x WIDTH measured in feet) of each item with an impervious surface on your property. Such items typically include:

  • Buildings Patios & Porches
  • Driveways & Roads
  • Parking Areas (Do not include if same as driveway)
  • Sidewalks / Walkways

Add up the square footage of each item.
The sum is the Total Impervious Surface Square Footage on your property.

 2) Calculate your Stormwater Utility Fee

The Stormwater Utility Fee for the first 2,900 square feet of impervious surface has a set base fee of $44.00.

The Stormwater Utility Fee for every square foot of impervious surface over the first 2,900 square feet is calculated at $0.0484 per square foot.


Example:
If the Total Impervious Surface Square Footage on a property equals 4,000 square feet and the property IS NOT a Single Family Home or Duplex Residential building.
The Stormwater Utility Fee would be calculated as follows:
2,900 sq/ ft $44.00 (base fee)
1,100 sq/ ft x $0.0484 $53.24
Total Stormwater Utility Fee: $97.24

A Stormwater Utility Fee Calculation Tool has been created in Microsoft Excel Format, and is a 25KB download.
You will need to have the Microsoft Office Application Excel installed on your computer to use this tool.

Please remember, these calculations are only an estimate of Total Impervious Surface Square Footage and may differ from the amount the City will calculate based upon the City GIS system.
